This article explains why it's harder to find a disabled parking space in L.A. than ever before, or to get a space by your house designated for disabled parking: the agency that handles those issues has been inactive for years, there are way more disabled placards out there than people who need them, and regulations have made it impossible to just paint the curb blue and put up a sign, because you have to install a curb cut and other requirements first. Meanwhile, people who really need those spaces can't get them, because someone who DOESN'T need them has a placard, or the city can't add more spaces. This is an issue everywhere. You see perfectly ambulatory people parking in blue-lined spots. People have no conscience. (Los Angeles Times)
