Notorious cheap-flight European airline Ryanair is complaining that people are using toddlers to take advantage of carry-on baggage rules -- a 2 year old has the right to one carry-on and one personal item, same as an adult -- instead of checking bags (and thus paying for them). And, yes, people are increasingly trying to carry on bags that are too big, or carry on too many bags. But this is all a function of the airlines gouging for bags. Many more people checked bags when it didn't cost $25 a pop each way. And if the airlines would get better at not losing bags, that wouldn't hurt, either. This is a problem of the airlines' making.
