Montreal is joining the list of Canadian cities offering homeless people "wet shelters," which are shelters where they'll be allowed to drink alcohol. It's not like they're being provided free booze; it's an attempt to give them a safe place to do what they already do. And it's kind of like when cities have safe shelters for drug users to shoot up; the theory is that it's better to have them do it in a controlled situation than on the street.
