It's an obscure law about obscuring: New Jersey cops will, if either you overdo it or they feel like being a pain, write you a ticket for using a license plate frame that overlaps the lettering on the plate. Just touch "New Jersey" with your frame and it's a violation. Is that something the state should be bothering with? It's not like you can't read "New Jersey" if the frame scrapes the top of the N and J. Deliberately trying to hide your number or the state name? Okay, that's a problem. But if someone gets ticketed for just technically violating the law, that's unfair... unless it's the cop's way of writing you up but letting you off from a potentially more serious charge.
