There is no law in Florida requiring bystanders to help someone in distress. And so the five teens who watched a disabled man drown in a pond and laughed at him and videoed his death instead of calling for help will not be charged with anything. Ultimately, it's not something you can really legislate, is it? You can't force someone to potentially risk their own life to save another. You have to rely on people's better nature. And sometimes, as in this case, it means that some people's lack of empathy will be exposed. (Florida Today)
