Manhattan is noisy. Trucks and construction make noise at all hours. But there's nothing you can do about it. Wait, maybe there is: This guy, fed up with the city doing nothing about the noise, has been getting action by suing violators in small claims court. Here's the magic: Nobody knows if the suits have any merit. The cases all get settled, the violators quiet down, and that's it. Yes, it's the mere threat of legal entanglement that gets results.
