A Pound Of Prevention
-
It's getting ridiculous. Southern California Edison is again planning to shut off power to tens of thousands of customers in advance of another Santa Ana Winds period, because they fear liability for... er, they fear a spark from a power line can cause a wildfire. Here's the thing: We get the Santa Anas fairly frequently at times during the year. If their only response is to cut power, this is going to damage the economy and may not prevent fires anyway. I think it's more that the utilities have done nothing to protect their lines and transformers from sparking or exploding, don't want to spend the money to redo and maintain the lines (or underground them), and fear getting sued again.
