That's what happened in Utah, and the stepmom claims that a) it was hot and b) her husband was shirtless but wasn't arrested. The prosecutors, based on a Division of Child and Family Services complaint prompted by the children's mother, claim there was alcohol involved. But the larger topic is why society decided that women's breasts require constant covering and men's chests don't. Because the origin of that taboo is not clear at all. (Salt Lake Tribune)
