Does The Surcharge Compensate For Smoke From The Grill?

Some California restaurants are adding a 1% surcharge to fight climate change, and while I'm all for fighting climate change, I'd want to know specifics as to where the money's going (they say it's for grants for local farmers who submitted proposals, but they haven't even selected the winners yet). And if I didn't get answers, I'd ask for the surcharge to be taken off the bill (it's optional, so they will take it off if you ask). Would you? (Eater SF)
