Another study suggests health benefits and health care reduction costs from a tax on sugary beverages. But you may be aware that the tax has been a painful flop in Philly. Here's the thing: Sin taxes by nature reduce consumption, which is good for health but bad for collecting revenue. And if the city next door doesn't have a tax, people will just go and stock up there. So, maybe the answer is to have it taxed on a federal level so it's everywhere, and not count on it for revenue because, if it works, revenues will experience a shortfall.
