Philadelphia's Schuylkill Expressway (pronounce it SKOO-k'l, or FRICK-'n NIGHT-mare) is rarely actually an expressway, since it's always congested. Solution? They've installed variable speed limit signs and will be "adjusting" the speed limit between 35 and 55 mph. I have no idea how that's going to work, since nobody bothers to check the speed limit; either you're flying past at 70 or you're stopped cold and thinking about getting off at Montgomery Drive and taking your chances driving through the park instead. But the idea, I guess, is that by slowing people down, it might avoid stop-and-go traffic. On the other hand, unless you're a) paying attention and b) actually adhering to the limit, it's not going to matter. Which raises the question: Do you even know what the speed limits are on your local roads or do you just go with the flow of traffic? (WCAU-TV/Philadelphia)
