Since When Is Assault A 'Team-Building Exercise'?

I saw this article analyzing the hazing incident in Indiana where four high school basketball players are charged with assault and how a "leading hazing expert" says that the arrests "will likely have an effect on the hazing policies of schools across the state," and I thought: "hazing policies"? What possible policy can a school have other than NO HAZING? Hazing is never funny; it's cruel, and, when left unchecked, can end up like this one, with someone surrounded by four teammates on a bus and having stuff so heinous that it gets redacted from every story and document in the case done to him. The "policy" should be that you haze someone and you immediately get expelled and sent to the cops.
