There are laws in some states against this, but it still happens where someone posts complaints about a business and gets a lawsuit slapped on them. ("Slap" is the right word, or, better, "SLAPP," the official acronym for strategic lawsuit against public participation. The idea is that the plaintiff KNOWS it would lose in court and KNOWS the defendant has the right to free speech, but files anyway in hopes of shutting the defendant up in the face of huge legal fees. And, yes, there OUGHT to be a federal law against it.
