Is Reading Fundamental?

The Mayor of Hartford, on trial for corruption, claims that he didn't see an e-mail from a developer that said a politician, with the mayor's knowledge, was demanding $100,000 to vacate a parking lot the developer wanted to buy. The Mayor's alibi: He has dyslexia. And the Mayor's Chief of Staff says that she and the staffers have to "keep (his) reading to a minimum." That raises a simple and difficult question: Should someone who, for whatever reason, can't read be serving as Mayor? Dyslexia is not anyone's fault, but does a Mayor have to be able to read? (And before you answer, what about the blind, who need braille or voice recognition software?) Another topic: If he really does have dyslexia (and there are doubters), should that be disclosed to voters? (Hartford Courant; Thanks to Ed Reynolds at WTIC/Hartford for the link)
