This article is about Los Angeles, but it can translate to any city where there's a severe parking problem. You have a business district and no parking. In L.A., new restaurants are supposed to have a certain number of public parking spaces attached before they get a permit, but they cheat -- they claim spaces that others have already claimed, and the city never notices. How can you put retail or restaurants where there's no parking? (And don't get me started about valet) (Los Angeles Times)
