When they agreed to be part of the deal to build the new Marlins stadium at the site of the Orange Bowl, the city of Miami was told that its share -- building the parking garage -- would cost $84 million. Now it's $135 million and growing, and officials are acting shocked -- shocked! -- that the costs are esclating. But they ALWAYS escalate. And the public ends up paying for all of it.
