Some People Just Won't Take A Hint

The CDC can't really figure out why the U.S. smoking rate has been flat at about 20% since 2005. The word's out that it's bad for you, they've raised taxes on it, it's down in some states to 13%, there are laws banning smoking in public places and yet one in five people still smoke. Why isn't it zero? (USA Today)
