Philosophically, you might be amenable to the idea that those who use something public should pay the lion's share of taxes for improvements and repairs. But would you be willing to pay road taxes by the mile rather than at the gas pump? Oregon's testing that with a pilot program involving 5,000 volunteers. This would remedy one problem -- poor people paying more than their share -- and create another -- penalizing after the fact people who commute, and penalizing people who depend on driving for their livelihood. And it would probably discourage tourism driving and trips to the store, which could impact the economy. (KATU-TV/Portland)
