Can't Take Chances. Call The Cops On Everyone

Got a couple of stories here: One involves police in Newtown, PA looking for a guy in an SUV taking photos of children at school bus stops, which is suspicious behavior. The other is in Gresham, OR, where a teen got freaked out when a workman in a reflective jacket came to the door and wanted to go into the yard; the guy said he needed permission from an adult and would come back, but the teen called his dad, his dad called 911, and the police came looking for the guy.... who happened to actually work for a company doing line surveying work for a construction project, so he was doing nothing wrong. In the first case, something creepy's going on. In the second, overreaction. Can people distinguish between the two anymore? Has "stranger danger" left everyone in a panic?
